The War Cabinet Debate 25–28 May 1940
You are a member of the British War Cabinet.
German forces have broken through in France, and the British Expeditionary Force is being driven back towards the coast at Dunkirk. Foreign Secretary Lord Halifax proposes exploring whether Italy’s leader, Benito Mussolini, might help broker talks on terms that would preserve British independence. Winston Churchill has been Prime Minister for less than three weeks.

- Halifax argues that if acceptable terms exist, it would be wise to learn them before Britain’s position worsens.
- Churchill argues that the priority is to show Hitler that he cannot conquer Britain, and that opening talks could weaken resolve.
